This qualification reflects the role of individuals working as developing and emerging leaders and managers in a range of enterprise and industry contexts.
As well as assuming responsibility for their own performance, individuals at this level are likely to provide leadership, guidance and support to others. They may also have some responsibility for organising and monitoring the output of teams.
They apply solutions to a defined range of predictable and unpredictable problems, and analyse and evaluate information from a variety of sources.

Participants are required to complete the 4 core units listed below:
BSBLDR411 | Demonstrate leadership in the workplace This unit describes the skills and knowledge required to lead teams and individuals by modelling high standards of conduct to reflect the organisation’s standards and values. |
BSBLDR413 | Lead effective workplace relationships This unit describes the skills, knowledge and outcomes required to use leadership to promote team cohesion. It includes motivating, mentoring, coaching and developing the team and forming the bridge between the management of the organisation and team members. |
BSBOPS402 | Coordinate business operational plans This unit describes the skills and knowledge required to implement operational plans by planning and acquiring resources, monitoring and adjusting operational performance and providing reports on performance, as required. |
BSBXCM401 | Apply communication strategies in the workplace This unit describes the skills and knowledge required to facilitate and apply communication strategies in the workplace within any industry. |
BSBXTW401 | Lead and facilitate a team This unit describes the skills and knowledge required to effectively lead and facilitate a team in a workplace within any industry. |
Elective Units
Participants are required to complete the seven elective units listed below that apply to their job role:
BSBWHS411 | Implement and monitor WHS policies, procedures and programs This unit describes the skills and knowledge required to implement and monitor an organisation’s work health and safety (WHS) policies, procedures and programs in the relevant work area in order to meet legislative requirements. |
BSBSTR401 | Promote innovation in team environments This unit describes the skills and knowledge required to identify and implement ways of promoting innovation within team environments in the workplace. |
BSBTWK401 | Build and maintain business relationships This unit describes the skills and knowledge required to establish, develop and maintain effective work relationships and networks through relationship building and negotiation skills required by workers. These workers may be within an organisation as well as freelance or contract workers. |
BSBCRT411 | Apply critical thinking to work practices This unit describes the skills and knowledge required to use advanced-level critical thinking skills in a workplace context. This includes using methods of analysis, synthesis and evaluation. |
BSBPEF502 | Develop and use emotional intelligence This unit describes the skills and knowledge required to develop and use emotional intelligence to increase self-awareness, self-management, social awareness and relationship management in the workplace. |
BSBWRT411 | Write complex documents This unit describes the skills and knowledge required to plan, draft and finalise complex documents. |
BSBOPS405 | Organise business meetings This unit describes the skills and knowledge required to organise meetings including making arrangements, liaising with participants, and developing and distributing meeting related documentation. |
Recognition of Prior Learning (RPL) and Credit Transfer(CT)
Tubal offers all participants the opportunity to have existing skills and knowledge recognised through Recognition of Prior Learning and Credit Transfer options. Participants may be eligible to receive RPL for units based on their work background, working in the community, volunteering and life experiences (such as hobbies, sport and recreation), or Credit Transfer based on their prior qualifications, where applicable.
Pathways
Certificate IV provides a pathway to further studies, such as Diploma of Leadership and Management.
Assessment
Tubal’s Assessors will determine a participant’s competency against:
- Answers to established underpinning knowledge questions
- Performance feedback from Employer/Manager/Supervisor confirming participant is meeting all requirements of each unit of competency
- Demonstrated performance of designated tasks by the participant
- Participant self-assessment against designated tasks
- Historical information pertaining to past experience and work history eg. Resume/CV and/or verbal details.
